Why won't 192.168.0.1 load?

I'm new to all the networking stuff, but I'm trying to access http://192.168.0.1/ so I can manage who has access to the router. The service providers that I'm using (T-Mobile) say to go to http://192.168.0.1/ to manage it but it won't load. It keeps giving me connection timeouts. My internet is decent where I am so I don't think it was it couldn't load the page. Since I'm new to all this stuff, I don't know what other information I should include.
