Cross-linking 100 local EMDs owned by the same brand

I’m working on a project and need some advice about cross-linking between a network of local websites owned by the same brand. That's the setup:I own ~100 EMDs targeting [keyword] + [city] across the US and Canada.Each city gets its own one-page website with detailed, customised info about that city, the services offered and contact details.At the bottom of every city website, I want to add a clickable list of all the other cities in the network. (Yes, this makes sense in my niche, and these links would actually be useful to visitors)The business is completely legitimate and I’m keeping everything transparent. Each city website will clearly state that it’s part of the parent brand, and I’ll even include this info in the schema markup.IMO this is not a doorway/funnelling scheme or a PBN. Each city website is a standalone “end page” with value and no intention of funnelling traffic to a specific page. The cross-links are there to provide additional value to visitors who might be interested in other cities, not to manipulate rankings. But yeah, I don't know how Google bots and AI detectors will view and categorize this.My question is regarding the cross-links between the sites:Should I use dofollow or nofollow links for the city-to-city links?Could cross-linking with dofollow raise red flags with search engines and harm my organic local rankings?Would using nofollow links make it safe in terms of potential penaltys?I want to avoid any potential issues with Google, but having these links on each sites is imporant to me. What do you all think? Any advice or inputs is much appreciated. Thanks!
