SOS issue

My 13PM keeps going into SOS mode , I contacted my provider and they reset the network on their end and had me do the same on my end . I been having this issue since I updated to iOS 16.3 .. Just wondering if anyone else had this problem and if so , how did you get it resolved? Thank you in advance for all the help
