PLS HELP! VAC connection error no fix

I keep getting VAC connection error and keep getting cooldowns... I have tried verifying, re-installing, switching networks, repairing Steam service, the commands in CMD as an Administrator, switching accounts, logging in and out of my account and keep getting kicked out and inevitably cooldowns... Please some help me! None of the solutions online have helped...
