Market Access dropping over time in all states?

Why does my Market Access keeps dropping in all the states? Context: I am playing as Gran Colombia in USA’s power block (no DLCs owned). I have full infrastructure in all my states, and both myself and USA (block leader) are at peace. I have positive convoys and all the nodes between me and USA have 100% Supply Network Strength. Building more convoys does not increase this at all. Is this a bug, or am I missing something? The gradual decrease in market access has caused for my SoL to drop from nearly 20 to below 17…
