Power system 13kV closed-loop network

I'm looking for guidance for my power system project. I'm stuck on the distribution part. The system topology is a 13kV closed-loop network with auto-tie logic. Substation A needs to be a radial feed configuration; Substation B should be a loop feed design. There are 8 secondary transformers that can be used. Five loops are needed (13kV loops). I don't know where to place the secondary transformers in order to keep the loops at 13kV. There are other requirements (Reclosers: 2 per loop, Sectionalizers: 4 per loop, Tie recloser: 2 per loop), but that's not the main issue I have.https://ift.tt/ti9DabI
