What hardware should I use for 20+ 480p streams?

Okay why 20+?My immediate family, so me, my wife, and kids, plus siblings, niblings, parents, and in-laws are 21 people. Why 480p? Storage restrictions and bandwidth. If it was just my family, I wouldn't care about it and would just use 1080p+ files. But with everyone chipping in movies and shows, and possibly music though I havent looked into that, it becomes a quantity problem that I have to keep in mind since I live in rural area.We are just getting fiber so I'll have access to 100 mbps uploads but if my napkin math was correct, id be needing ~32 mbps upload if all of us are using, as compared to like 100-200 mbps on 1080p.And in all honesty, those watching on their phones dont need 1080p.And SD dvd's are still in circulation, cheap when bought used, and I can stretch out storage much further.I will probably also allow 1 1080p stream per household but im trying to see what I need simply because im looking at such a high stream count. What about transcoding? So again, according to napkin math plus my super beginner level understanding of data/networking, on a 1tb drive, with 480p 1.5mbps bit rate in chunks of 2.5hrs of content, it can have 550+ movies/tv shows. Whereas 1080 at either 5 or 10mbps bit rate was like 117 2.5hr chunks of content. So storing the files in 480p gives me like 4.5x more usage. And not having to transcode as I understand it will be less work on the hardware, theoretically allowed me to have weaker hardware. If i do this project, I might just follow up with a second jellyfin server for just 1080p or 4k content, and label each as like Jellyfin Mobile and Jellyfin Home for their respective capabilities. But right now, focusing on 480p.Like I said, super beginners understanding of all this, so please, if I said something completely stupid, explain rather than berate. I want to try and have the family save money.
