Question about how phones work

Sorry if the answer should be obvious, but I'm having trouble understanding. I want to switch to a dumb phone. But I don't have a solution yet for free audiobooks or podcasts. I'm disabled and live my life in bed, and those are a huge part of my life right now. I'm wondering if it's possible to keep the actual smartphone that I have, not connected to a network, and switch my phone number to a dumb phone? Would the phone still work like a small tablet for apps like Libby or podcast apps?(I tried to look up what it means to dumb down a smartphone, but I couldn't tell if that would work for me or not. It also seems way above my head in terms of tech, even though I know there are step by step guides.)
